GOVERNOR, HONGKONG.

Date 18th December, 1914.

With reference to your cypher telegram of December 12th all rubber discharged at Hongkong for transhipment should for the present be dealt with as within the prohibition of export except to British ports. Rubber from neutral countries consigned to the United States, which is meant to go through direct without tran- shipment you should allow to pass. You may give the assurances you propose to the United States Consul-General as concerns such rubber.
